Basement Backup Protection Program

Eligible Program Reimbursements

This program only applies to owner occupied single-family homes. All work must be done by a licensed plumber permitted to work in the City of Hammond. Reimbursement is for the installation of a backflow prevention device at a reimbursement of $2,000.00. Funding assistance may be available for those who qualify.

How to Apply

To be eligible for reimbursement, several steps are required. Applicants need to carefully review the materials to fully understand the obligations and requirements of the program. The Property Owner is encouraged to, but not required to, acquire 3 proposals to complete the work. Contractors may have differing opinions (and fees) related to the means of solving your backup problem. The property owner needs to be in a position to make an informed decision as to the Contractor they will select. The Sanitary District shall not be a party to any contract related to the program.

  1. Homeowner calls Sanitary District and Homeownership is verified by Homestead Exemption to be accepted into program
  2. Homeowner selects contractor
  3. Contractor obtains necessary plumbing permits
  4. Homeowner pays for backflow prevention device install
  5. Required documents are submitted in person by homeowner to Sanitary District
  6. Final inspection by Sewer Department completed
  7. A claim is presented to the Sanitary District Board of Commissioners to be approved

Required Documents

  • Proof of licensed permitted contractor
    Permit from plumber clearly describing installation of backflow prevention device
  • Proof of Payment
    Invoice or receipt clearly stating that the work was paid for by the homeowner
  • Final Inspection
    A final inspection by the Sanitary District is complete with signed inspection form
  • Home Warranty Information
    If applicable Any documentation showing the details of a home warranty or any other programs offering discounts on plumbing work

If the Property Owner fails to comply with all requirements of this agreement, to complete installation as provided in this agreement, or if any documentation is deemed insufficient, the Sanitary District shall have no obligation to reimburse the Homeowner.
